Elpidio Quirino was the 6th President of the Philippines. He was born on November 16, 1890 in Vigan, Philippines, and died February 28, 1956.
He obtained his law degree from the University of the Philippines. Quirino practiced law until he was elected a member of the Philippine House of Representatives from 1919 to 1925 and as a senator from 1925 to 1931.
After World War II, Quirino served as secretary of state and vice president under the first president of the independent Philippines, Manuel Roxas. After President Manuel Roxas' death on April 15, 1948, Quirino became President of the Philippines.
During his presidency, he established the PACSA (President’s Action Committee on Social Amelioration), ACCFA (Agricultural Credit Cooperatives Financing Administration), Labor Management Advisory Board, and the Rural Banks of the Philippines. These were made to alleviate the sufferings of poor families, help farmers in marketing their products, and other related problems. However, he was under fire due to the corruption and widespread graft within his administration. Additionally, the 1949 elections, where he had won, was considered to be one of the most dishonest elections in the country's history.
